Yahoo Publisher Network - Availability for International

I applied for Yahoo Publisher Network Twice, I was rejected both the times. I wonder when is YPN going to be available for International Users. I am from Kathmandu,Nepal. Why I am interested is because YPN pays through Paypal That's the most exciting part.
