I'm interested to purchase some established domain in the near future but I'm afraid with so many scams around, I will end up getting one with fake PR. My question is that is there a way to check whether the PR is the actual one assigned by google? Maybe any tools to help out.

Yes there is. Just google the website, and click the cache. If the website PR is fake, you will be redirected to another site that is not the website you googled. Hope that helps!
