I design for both whilst IE still has a large user base FF is more popular to webmasters and thats what some of my sites target to such as www.adsung.com so i need to ensure its designed with both browsers in mind.

I design for both browsers. I first start off with designing for FireFox and after I am done I open Internet Explorer to see how my website looks like. If I need to change something I do until it looks good in both browsers.

I have to design for both because there are many Firefox users as well as Internet Explorer, espically that IE is the default browser.

I code it for IE and then I make a separate style sheet or whatever changes I need with PHP code for Firefox or Opera.
