Article Exchange - How effective it is and how to do ?

well I am hearing alot about article exchange with other webmasters and looking to test this strategy but I am not sure how effetive it can be ? also how do I find the webmasters who are looking to exchange such articles with me ?

I've wondered about this also? Are the webmasters redoing the content and then posting it to their Web sites?

Article exchange is a little complicated and I never tried it because of the fear of duplicate content so I can't say how effective it can be. I have tried article marketing though, it gives good results.
