That's essential to check hosts' TOS, as some don't allow hosting proxies, a2hosting.com whose client I'm at the moment allows hosting proxies on VPS, but you should have enough RAM and bandwidth to run a resource-intensive Proxy site.

Brooks, HostV.com is a division of Cirtex.com, so I guess you may as well look for Cirtex.com reviews to get an idea about HostV.com policy.
And I think one of the best places to get reviews is to visit their community forum http://forums.cirtexhosting.com/showthread.php?t=847

Depending on the usage of the proxy you might try a VPS but it's anyways better to use a dedicated server with full specifications.
