I don't know about the best but Host Gator is a good Web Host and they have a few good deals for new customers

Bluehosts is one of the best that I have tried although it's quite a bit expensive but their customer support is topnotch!

All the hosts are good but the quality of service makes the difference if you going to buy a hosting for $10/MO then it will be good !
I recommend Hostgator.com and also there are many private servers , I have hosted in my friend's server which is a private server ! |

There are lots of free hosting sites just google. I reffer Freehostia it's easy and great
.For free domains I reffer Dot.tk . It is very cool because there are no www.yourwebpage.Webhosting.com or smth just .tk  |

you can also try to use resellerzoom.com services.
I am a user of them & their support is very good. They are reseller & that is not overselling.

i would say http://godaddy.com and http://hostmonster.com
godaddy is very good because if you're not certain of your future website's succes, you can only buy 1 month host, and then you could extend the contract with a period you'd like. |

hostgator.com is quite a good web hosting web site.It also provides a 1$ hosting right now.Or maybe they have finished that offer.Anyways,godaddy.com is not a cheap one
