I have seen that in a post some one has posted saying that his website has been parked by the PR tool or google. What does it mean? Does the website get banned by google?

Parked simply means that the webmaster hasn't uploaded anything yet/no website i.e. you only have the domain name.

Yeap, and the saying "parked by the PR tool" means that you or your friend misunderstood the facts. If he parked his domain, this can grew his PR, because your domain become reachable to some keywords and it can generate some traffic. I am not very familiar, but if he use some service that give traffic to your site, it can improve its PR. If you ask me, it won't gonna happen.

If you are not using any website PR checker shows them as parked domain and i would say that you do not want to add website or any othr content to your site then i would be nice to park it with some parking domain service it can make you some good money.
