Not sure how their debit card system works in relation to the bank accounts, as I don't use it. If you have a premium account, they take the fees out of what they owe you, not out of your account. In other words, if you got $20 from someone, they would credit your account for $18.50 (or something like that). They do not charge a fee to go from personal to premium.
They also use your bank account first, then your credit card, if you don't have enough paypal funds and you buy something. There is not a fee if they can do an EFT to your bank account directly, at least not to US banks. It takes about 3-4 days to get the money though. There is a fee for checks to be sent. And if you are a merchant and you get burned by someone for something you sold, they can take the money right out of your bank account. I know this for a fact as it happened to us. The guy bought some shoes, paid with a bad credit card, and Paypal deducted it right out of our account. We lost the shoes and the money. |

If you are just transferring funds to and from your account Paypal will not charge you anything. You can even use the instant transfer, when you purchase or send money to someone and you have no funds in your PP account, and there is no charge for this also.

No, they can't just get the funds from your bank account without your permission.

Yes, PayPal will NOT just deduct money from ones account. The fees that you are hearing are fees that they take out of transactions.
If you use them for a store, they usually take 3% of the total transaction and then they take .23 /per transaction (if i remember correctly). These fees are only applied to transactions that you make to someone or that someone makes to you. There is no fee for withdrawing money from your account into the paypal account either.
