It depends what was contained in the file, but most commonly it is used to protect directories from being publicly accessible.
Have you made any changes to the file yourself or was it created by a program which you had installed on your host do you know. It is easy to create one should it just be for password protection, but should it be required for anything else, then you may need to get another copy of the code from the programs makers. |

Deleting such file is really strange. So dont let many people "play" and have access to the server. In my opinion if you dont know what the file is for dont delete it! It can contain important data and you couldnt get it easy back. It could also take few days for a beginner to explain to expert who is going to fix this issue "what actually happened".

It wouldn't cause any pain if you never edited it. However, I'd suggest you to place a new one (You can get fresh one after creating a new cpanel account through whm).

some hosts have a .htacces file required to work to prevent their server from being messed up with all kinds of bad things from outside. If you delete it, you can't acces your sites anymore, and you'll need to place a new one, or ask your host. It's not such a big problem.

well htaccess does contains info if you are using it but as you your self is asking a question this means you are not a htaccess user and most of the times in this case it can't give much harm to you.

Many hosting sites install FrontPage extensions by default. This creates a file at that time. I don't know if any of the control panels do or not. I have seen a lot of empty ones on different sites.
