how come changing php.ini has no effect?

Default how come changing php.ini has no effect?

I changed php.ini to turn register globals off. Uploaded it to /public_html/

But my phpinfo() still show register globals on. It is as if server is not reading my php.ini.

What's wrong? Thanks in advanced.
