The .htaccess could have also been there as a place holder so that you can add things to it like mod_rewrite etc. If your site is working fine, I wouldn't worry about it. Unless your host is a complete idiot, you would have the permissions to delete the .htacess file that is controlling the server's other clients.

they seems didnt bother about it. Also Site is working fine.
