in my opinion commenting on High PR blogs is the ideal way to get good backlinks.
U can always leave ur URL in the comment ifself.

link exchange with related sites, maybe it is a little slow, but will be more useful for the purpose of seo.

I'd go with forum signatures. You will gain tons of backlinks as well as traffic if you post actively.
