Default Banning

It seems that for sites and forums banning is difficult for humans spammers than bots spammers. Bots can be stopped by filters but humans just dont give up. There is no actual way to stop these spammers. You ban their account, they make a new one. You ban their IP Address they use a proxy. You ban their agent, they use a different browser! What can you do?
