I'm not a big fan of the .co.cc extension because it looks really unprofessional. Domains are so cheap these day's it's well worth the small investment.
As far as extensions not making a difference for SEO I would question that. Only Google really know the answer to that. Personally I would imagine they are cautious of .co.cc/.info because they are more likely to be used for spam sites than .com/.co.uk etc.

The relevance of co.cc is marginal in business terms but it has nothing to do with SEO.

better using usual generic names, such as .com and .net, etc.
If you like to get it for free use a hosting provider offering it. Exceptionally great offers of that kind are given at sibername.com
If you like to have a country code top level domain - go eurodns.com.

If you are to get a free domain name, it is better to cooperate with hosts offering domains within the plans. Exceptional is theposition of sibername.com which is offering such services being accredited domain registrar.

.co.cc is a subdomain. I would only ever use .co.cc for a website that I would intend to have running for no longer than a couple of months (i.e. a proxy). Even so, I don't see why fees are necessary for subdomains - I prefer to use .cz.cc.
