I would like a good free web host or an inexpensive one

I currently have one website on the Internet and I would like to make up another next year . even though the web host I am presently with is a great one I cannot afford to spend that much money on another and so many people recommended to me that I make up either a free blog or a website and later on possibly get a paid web host and use or attach /link my domain name to it .

I know that there are many web host out there but what I'm not sure of is which one or ones may be the best for me .

Here are the few of the basic requirements I am looking for.
Which one is the easiest to use ?
Which one is the most creative /artistic ?
Which one is the most versatile ?

If any of a you has any experience with any particular web host please let me know. At the moment I would prefer a free one but I can afford $ 50-60 per year.

I believe that there should be some specific requirements as there are tons of web hosts out there in the market.
Can recommend you to do Google search.
BTW, I would better pay some dollars for reliability and speed than to see websites down with FREE web hosts.
