I use hostmatrix.org, they are an old free host been around since 2004. Friend recommended them to me because it has cPanel, PHP, MySQL and even though they don't offer you know tons of space on the lower packages, this tells me that they don't horribly oversell. They also have some sort of script installer, i haven't tried it yet but they call it SimpleScripts? Anyway their tier2 and up packages have an old version of rails which i hope to eventually make it too, because i can start experimenting. They're sort of a post to host, but i guess their packages also have a reputation baseline, you have to post decent posts that help the community since they provide webmaster resources there as well.

I am not at all sure that free hosting can be obtained in this way. I have never heard that free hosting can be attained if you post in any particular forum.
