There is no fix number of links needed to determine pagerank.
pagerank dpends on may things besides links, and even in links, the quality of links is as important if not more than the number of links.

No one knows what the exact amount!.. But if your gonna get quality of back links compared to those irrelevant links that you are getting, then you'll have chances of getting higher PR value..

There is no exact figure, because it also depends on the quality of links. You should try to get links related to your theme. links should be relevant to your site. links should be on content rich page. Linking page should contain good Google PR it self. Google PR also depends many more factors.

It's hard to know for sure but you probably need a quite a few PR4+ backlinks to get the PR6.
