Default Advice on Redirects

I've had trouble getting redirects to work on our server even though the server is set up for it and the proper mods are in place. I know that this is helpful in search engines. Anyone have advice on this? I would like to turn this (show.php?cat=A&page=1&picture=12) into show/A/1/12.html for instance. When I do this, all I seem to get is 404's. I'm sure there is something I am missing.
