Paypal Notification of Limited Account Access‏. Help !!

Hi,

Recently paypal emailed me about Notification of Limited Account Access. I dont have any bank accounts or debit/credit cards. I have a balance of $78.63 and I cant use the money. Kindly suggest me what to do ? It's asking for Address Verification.
