well i think that is all one need to start a web hosting service.

There are many companies that are offering you free resellers account.. that account can let you resell host accounts to others.

that tutorial is very informative and tough short covers every thing and as every one knows opening a reseller account with good web hosting firms is one shortcut and investment is few only u need marketing but is avoided by good business men.

I dont Think That We can make $$ or start a hosting company with free reseller , Well, I want to Say That If anyone have less Budget then He Sould use Reseller or Master Reseller , and Strat a Hosting then Receiving $$ , then purchase own servers after that he can succfull,

But I dont refer to free resellers..
