The best host I would say would be Hostgator.com unless you have warez on your forum because Hostgator does not allow Warez, hosting, proxies, etc.

Get a paid hosting service either form hostgator( as stated above) or godady or any similar hosting site.
That would be a best option

Curious, what type of forum are you thinking about starting?

I've thought about doing one, but I just don't know about what :/

At the beginning vbulletin may be quite comfortable on a shared plan, but later you will have to move to a vps package. My suggestion is that you check MMhosting.com (cheap shared with unlimited domains) and Serverpoint.com (budget shared and vps deals) solutions. Good luck with your forum!

I absolutely don't advice hostgator becuase it doesn't have its own servers but the support is very good.

vps is definitely the best environment you can start with for vbulletin forum, so you can look into cheap vps plans from www.microvps.com, www.asmallorange.com and www.serverpoint.com.

Well VPS might get costly if you have only one site to be hosted there, if in case you have too many sites then you can go for a VPS
