you should take in mind that less and less people consider PR as an important factor in decision making as it has become very "commercial" with people selling/buying links.

try to get free link exchanges with other people that have sites on the same topic as you. Some people think that best way to exchange links is to have them in the content and not sitewide.

First of all you must focus on quality content. In my opinion this is the most important factor ! For me the content is always a priority. I also recommend making proper use of heading elements since search engines give more weight to the content within the heading elements. Also provide pages with proper titles and meta data. Keywords and key phrases are important as well. You should assign each page 2 or 3 keywords throughout the important elements of the page (title,meta description,meta keywords,heading elements,text,alt tag,title tag,links). And pay attention to the inbound links (check the link posted by my_cool_name). I hope this helps.
