I alway use external file to store CSS, I use pretty much CSS in my pages, with external file it's smaller and nice looking.

I use external and I call it with a line in the header. When I have to change something in the CSS code (and I always have something) it's the best option for me to see the changes fast.

always use external style sheets instead of internal style sheets when possible. imo it's a matter of working smarter and not harder. using internal style sheets takes more effort and time if you have to apply the changes to more than one web page.
