There are many resorces to learn SEO techniques
You could just learn a lot just reading threads from other forums.

Also there are a hell lot of sites available on the net.
(Use google to search them )

PR value takes a lot of different factors into consideration. It isnt just about inbound links. I have had individual pages get a PR3 with very little or no back links. I accomplished that with good keyword density, clean coding and a lot of onpage SEO like the proper use of headers and image alt tags.
