How can I become a new-TLD registrar?

Is it possible to become a registrar of a new invented TLD? For example, say I want to become a registrar of a new TLD '.you' (dot you), how can I become the registrar of that new TLD?

ICAAN is in charge of which tlds are available so you will probably have to apply with them. And of course you'll need a large number of respected backers and even then it might not be enough to persuade them.
