If you're referring to the forum script, I prefer Simple Machine Forum (SMF) if I don't have the budget. Otherwise, I choose Vbulletin. This is has been tested over time . It has good modules and features for running a forum.

Most forum owners agree that vBulletin is the best paid script. If you are looking for a free one SMF has already been mentioned and phpBB is the most popular one. The only drawback to phpBB is the fact that it is so popular this also makes it a popular target for hackers.

Is Simple Machine Forum easy to install and use. I am thinking about opening a forum and don't have a lot to spend on it.

If you have a low budget like me, then SMF and phpBB are definitely the ones worth looking at.
Good point mentioned by LennyP though.

For paid a bulletin board i would use vbulletin and for a free bulletin board i would use mybb. SMF is good but the template engine is horrible. Half the code is php, not html. Otherwise SMF has some great features and modifications.

If I have a budget for a forum, I would prefer vBulletin. It has various features. It is a stable forum script. For free forum software, go with SMF. PhBB is also popular and has big supporting community but it is vulnerable to exploits.
