It depends on your dedication, how well you understand the concepts, and a bit of raw talent to know how long it will take. Some can learn it very quickly, others never. The only way to know is to try.

This is down to the specific individual and their motivation and obviously the complexity overall of the programming language you wish to learn. For complex programming languages like C++, it may take longer as you may need to grasp the concept of object oriented programming, on another hand scripting languages like PHP may take just a few weeks, because theres less concepts you need to understand. Things like OOP (object oriented programming) is the key concept in any complex scripting language, but after you've grasped it you'd probably find no problem learning a programming language like C++. However, there are a few programming languages that are still based on procedural programming, such as PHP and C. Others like Ruby are not.

The best thing overall is not to rush learning a programming language in order to understand it the most when you really need to use it to actual do some programming. But, if you are a fast learner, one month may well be enough time indeed. But the obvious question needs to be asked at yourself, rather than us.
