Does PR increase with age?

I agree that irrelevant sites' links are not better than relevant backlinks. But still these links are counted but with a small weightage. And if those sites have high PR, then that link is given even more weightage than a link from a relevant site that has low PR.

Hence we need to increase our visibility in some way. Forum posting is good in that aspect. Just start threads with interesting topics or help others with interesting information. When people notice you more often, then some one will link to your site. If that linking rate is good enough the PR increases within no time
