HTML is sure to stay for a long time. If it requires frequent updation then you should be better using a content management system.

Use PHP as it is use by lot of people these days.But for that you need basic understanding of HTML.And then learn PHP or ASP.net

the traditional HTML is surely outdated.But the modifications are the best thing present right now.For example-css.With CSS(cascading style sheet),you can define the style of all your web pages.....PHP,javascript are sure the new inventions for making professional sites
