Sorry, What you trying to ask actually? Are you asking free directories are better or paid ones?

Well, I would recommend the only paid directory you should include your site in is of Yahoo. Other than that I think is a waste of budget, you can use that budget for other advertising purposes.

And get your site listed in as many free directories you can this will help you build back links from SE point of view.

Well you can search around the net for free directories you will find plenty of them its time consuming no doubt.

If you have little money you can pay someone to do the submission for you. It will cost you somewhere around $10-$15 for 100 directories.

Look around and see if you can grab a free directory submitter but dont go for the auto one. Semi-auto is good.
