Where can i register a free website? is it available at all? Because i am new at programming and i want to create my own website.

You can register free websites from free hosts using subdomains. but two of the most popular are blogger and wordpress.

They are readily available but mostly with subdomains. My personal advice would be to purchase a domain for a few bucks rather than going with a free one.
