personal account with paypal

i am having a personal account and a verified premium account with paypal..but their fee is really trolling my balance

..i have yet not verified my personal account with them..can i do it without the risk of getting some money deducted for the fees as in premier account?or its the same procedure with personal account too as we see in premier account?
