New proxy sites are always great, alot of web blockers and filters are increasing on the proxy sites they block, so new ones that arent well known are more reliable and not always blocked. Good luck with the site

Proxy Top Sites can be effective, but having too many vote buttons on your site could distract visitors away from the ads.

Why have lots of people had their adsense accounts banned by using proxy sites? is it because people view adult sites though these?

Link exchanges are definitely the way to go. Also it may be wise to buy advertising for a month or two, so people can know about your site.
