First of all you need to know that HTML is not a programming language

It is just for displaying things
Suppose you have written a program for adding 2 numbers inputted by user
If user has entered 4 and 8 ,,the web page will display 12.now if you go to view the html source , you will see the there is a "12" in the coding
if the user again entered ..but this time he inputted 5 and 9,the web page would display 14.again the source will show you a "14" .....From this,it is clear that HTML is not doing the job of adding the two numbers. It is done by a programming language-maybe PHP or Javascript

Now for your question...
PHP is of no use if you dont no HTMl
So
1)You have to KNOW HTML
2)Than go for PHP

I think HTML is not programming language.
ASP,PHP are programming languages.

I prefer to use ASP.Net as it is new generation and very fast..

PHP is definitely better than HTML but its impossible to use only PHP. You should learn both of them so you don't have problems in the future.

PS: HTML is very easy to learn. You can learn it in 2 days if you want to.
