I would recommended dreamweaver but for coding and making web application i would recommended Microsoft Visual Web developer

Try wysiwyg builder.Its a easy to use webdesigning program...Also try webstudio.

well blogging may be an option but if you wish to go with proper webdesigning,
i suggest start with basics at notepad or notepad++ and then move on to Dreamweaver and then go with advance languages like php or more. |

i started with sites liek myspace and then moved to wordpress and then to php and thats how i learnt it but if your looking for software then search for maguma studio which is amzing for php where notepad++ is amazing all round
