Can you give more details. You can use dreamweaver for sure. Or adobe homesite. Front page is too basic. So i am not sure. I think the option is there.

I got reply to my question on other forum. I am pasting it here so others may get benefit from it

Image mapping with Microsoft FrontPage is easy.
In Page view, at the bottom of the document window, click Design.
Click the graphic that you want to add a hot spot to.
              Do one of the following:
Add a hot spot to a graphic

              1. On the Pictures toolbar, click Rectangular Hotspot , Circular Hotspot , or Polygonal Hotspot. If the Pictures toolbar is hidden, right-click the graphic, and then click Show Pictures Toolbar on the shortcut menu.

              2. On the graphic, drag to draw a rectangle, circle, or polygon. When you release the mouse button, the Insert Hyperlink dialog box opens.

              3. Locate the file you want to link to, and then click OK.

The hotspot (Image map) tools are in the toolbarof Microsoft FrontPage and look just as the description for the hotspot describes... the rectangular hostspot is a rectangle.... etc... just hover your mouse over it to get Frontpage to disply the Icon description.
