What is Major Difference Between Primary, Secondary and Tertiary Keywords?

According to me, 2 types of Keywords are Primary and Secondary keywords. Primary keywords are the one that are given the most importance while optimizing a web page. They appear on the most ***** areas like the header and footer, inbound anchor text, H1 tags, Meta tags etc. and Secondary keywords are the ones that are less important and supports the primary keywords for its promotion.
