It depends on you and your purpose that you select a VPS or a Reseller hosting. VPS hosting is a private hosting service where you host privately without sharing your services with other clients. Whereas reseller hosting is a form of web hosting wherein the account owner has the ability to use his or her allotted hard drive space and bandwidth to host websites on behalf of third parties. The reseller purchases the host's services wholesale and then sells them to customers, possibly for a profit.

With a VPS, you just get a server fresh out a box with a OS installed. You need to manage it and install the necessary scripts on your own. As for Reseller Hosting, the server is already managed by your hosting provider and you don't need to do anything else besides create accounts. Reseller Hosting is ready for use right out the box.

I would say VPS is better than resellers as you can add what you want to it. Your not restricted to what your host has install within cpanel, you can have offer your own resllers.
