hi, My friend own's a website for packers and movers business. He is planing to publish in classified ads. Does it generate traffic or not?

You are asking a very broad question, but I will try to answer it from my perspective having worked with classifieds sites and content moderation for years now.
When you are looking to improve your site, you should look to the needs and wants of your user base.
For a classifieds site that means looking at:
What buyers want - They want to find the item they are looking for.
What sellers want - They want their items to be found so they can sell them.
This can of course be broken down into finer details, but with this in mind you can start looking at how you can help your users obtain their goals.
Make the content of your users shine
At Besedo, where I work, we believe that content moderation plays a major role in facilitating this.
With content moderation you can remove clutter an unwanted content from your site such as spam, scams, duplicates and content that is too thin to add value to the site and the users.
Doing that allows the content of your users to stand out and to be found.
