Thought, why it is so costy: the registry owners have the option to choose their prices themselves. Possibly the registry owners of .tl want to make an exotic TLD of the .tl TLD ... don't know

I think all ccTLDs are very expensive, except for .us, and others what are free, like .cg, .ar, .be in the past.

I think I remember seeing another country extention (think it was .la) was for $300/year!
