This is something that can be easily answered by spending two seconds with Google. However, to answer your question anyway, ICANN is the Internet Corporation for Assigned Names and Numbers. Judging by your user name hostandservers, I would say you already know all of this and exactly why people buy domain names.

ICANN plays a similar administrative role with the IP addresses used by computers as it does with the domain names used by humans. In the same way that you cannot have two domain names the same (otherwise you never know where you would end up), for the same reason it is also not possible for there to be two IPaddresses the same.
Again, ICANN does not run the system, but it does help co-ordinate how IP addresses are supplied to avoid repetition or clashes. ICANN is also the central repository for IP addresses, from which ranges are supplied to regional registries who in turn distribute them to network providers.Igloo Review - Building your landing page and sales Page easier ( Reloaded Version)

The Internet Corporation for Assigned Names and Numbers (ICANN) is responsible for managing and coordinating the Domain Name System (DNS) to ensure that every address is unique and that all users of the Internet can find all valid addresses. It does this by overseeing the distribution of unique IP addresses and domain names. It also ensures that each domain name maps to the correct IP address.

The Internet Corporation for Assigned Names and Numbers (ICANN) is in charge of overseeing and organizing the Domain Name System (DNS) to guarantee that each location is special and that all clients of the Internet can locate every legitimate location. It does this by supervising the dispersion of extraordinary IP locations and space names. It additionally guarantees that every space name maps to the right IP address.
