The only possible company I've heard of doing guaranteed SEO service is http://www.pickyourkeywords.com

They don't require money up front, but do require a signed contract for MINIMUM 6 months. Any other kinds of guarantees from SEO companies requiring upfront money is pretty doubtful to me.
