Firstly, submitting 100 links does not ban a site. If that was the case, big names like amazon, target, walmart would be banned. Google does not consider an 'x' number submissions are relevant. Here is what matters:
1. how is the backlinking graph. If it has spikes and valleys that is a negative factor.
2. Are you getting linked from spam or backlisted sites - if yes - bad for you
3. Are you linking from posts with high OBL - if yes - bad for you
4. Are the links to your sites from sites or posts that have been dormant with no activity for months together - if yes - thats bad for you.

Building 100 links does not make a site eligible for banning.

OFF PAGE

9. Do a press release with the keyword as a focus - atleast 1
10. Place do follow bog comments with PR > 5 - atleast 10

12. Be active in forums and have your backlinks and signatures set up
13. Register for google places

This would not guarantee 1st page ranking, but will help you in getting your keyword moving forward. Based on competition, niche, search you can repeat these activities to see better results. However the above work for low and medium competition.
