Yes, it is important factor in SEO but with compare to blog comment it can say yes or no. Let me explain articles submission is effective when your article is fresh and informative, but as I know it not easy to write unique article everyday, while same thing here for blog commenting, this is effective when you give your comments on dofollow blogs in natural way. And this one is also hard to find dofollow blogs for comment.

As per article and blog comment both are equally important in terms of SEO.
