After last google pengiun update, low quality link is not important so My qustion is how to delete low qaulity link and bad link?

I guess there are many different free and paid ways of doing this you can do it manually or with the help of a tool as well... but you have to take some pain to remove it no matter what and how much you spend...

Never disavow all the backlinks you have.You will loose all the backlinks and you have to build backlinks from the scratch. Its better to find out the spam links and then disavow it. Use webmaster tool and click on the the link " links to your site" and find out spam links and disavow it.
