I have a little doubt. Because in most of the cases these directories are not indexed by Google so submission in these directories are futile from the point of view of SEO.

I don't think that it is worth that effort...it will definitely help but not worth effort..but if you can outsource the submission, then go for it...but be careful because I heard from a lot of people that reciprocal linking might get you penalized from Google and decrease your ranking but page rank increases by directory submission

Yeah Directory Submission is still the most useful tool to get PR. Provided you have use it wisely and perfectly with the manual submission.

Now a days there are many directories which are on niche base as well. So if you will use them than definitely this one will help you.

Proper directory submission can give you PR 3 in two months.

I agree with you. Directory submission is obviously a thing to get more and more backlinks but it is not enough to get PR from this effort.

If you are using automatic directory submission service than you wont get the fruitful results.

To do directory submission, I think you should take these points into consideration -

1) Submit your website on link directory to get the maximum benefit.

2) Do it manually, Google do not like robot kind of submission.

Directory submission also helps in increasing your page rank.. You could also do blog commenting, blog posting, article submission, press release submission and social bookmarking...

This is a great question that I'd like to see a definitive answer too. I do a lot of directory submission along with other backlinking efforts, but unfortunately it's hard to tell exactly what contributed to a PR rise.

My best guess is that director submissions do help if those directories are of the high-quality sort -- the ones that actually have PR. I submit to directories with zero PR, but I don't expect them to contribute to my PR much at all. A PR5 directory, for example, definitely contributes.

So far, my purpose for submitting sites to directories is to gain more visitors. Just to spread my sites. I didn't know either it could increasing our PR or not.
