Since the money is already stuck in your account, you have no choice but to verify your paypal in order for you to send money. Well it is not that difficult, just look for VCC to help you on that.

Yes pay some $4-5 to a VCC dealer and he gives a CC number, expiry date, card type and CVV code. Enter that when asked in paypal during verification and after submitting ask the dealer for expuse code as u'll be asked this in paypal. After u enter this code task is over and for next transaction paypal will give u $1.95

I think you can create a bank account and add this to your paypal account.So you can transfer the money you need to your bank account and you can take it from there.I hope this one works if you have a bank account.
