You will have to open the php.ini file in your notepad or any editor and then you can edit it. May I know the exact path of the php.ini file you have placed? and also which server are you using?

Most of the time, to be honest, when you are in need of changing your php.ini file it is something you need, or at least is best to ask your hosting support to do. Many hosts do not allow access to the php.ini, others that do, do so only through the cpanel, or some other controlled method. If you have root access or a dedicated machine and have the know how to do it then it is a different story, but I get the feeling being here asking how to edit it doesn't mean you are familiar or secure with it, so best to ask your hosts support team to do it.

Yes i agree with pcfactor. Shared web hosting provider dont allow to change the settings of php.ini file but you can surely request them what you need to change and they can do for it if possible.

You can login to your server through SSH and type the following command in:

          Code:
          nano /etc/php.ini
This will open the php.inif file in a notepad called nano where you can edit the file.

If you are on a cPanel shared hosting server you will need to create a custom php.ini within your public_html directory and any others you need to make PHP changes in. The best way to do this is to copy the system php.ini to you site via SSH. From your public_html enter "cp /usr/local/lib/php.ini ." then you can edit it with vim, nano or by downloading and editing with your FTP client.

To configure memory limit? Get yourself putty, an SSH client and following below.

                Log in as root.
Type the following and hit enter: vi /usr/local/lib/php.ini
Now that you’re in vi, hit escape a few times then type the following
                and hit enter: /memory_limit
That basically does a “find” in the file you’re editing.
Press the “i” key. This puts you in “insert” mode, which basically
                allows you to edit things.
Change the current setting (probably 8M) to 16M.
Press escape, then type :wq and hit enter. That says “save the file
                and quit.”
