Cheap Host = Quality Host ???

Yes some can some can't. Some gives you less features but less down time too. It all depends on what you want and what they offer. some cheap hosts has quality but support is bad when you need.

That's not the case most of the times. Many cheap hosting providers do not offer good services. Its not the case with every host and you can still use some hosts if you are short on money. But it is normally not recommended to use cheap hosts if you can spend a few extra bucks.

For many cheap hosts , the server speed is slow. And you can't get 99% UP Time. it's not very reliable.

I think some cheap hosting companys can offer you good quality service but not all companys. You need to search for a good, cheap quality service long.

well,this is not always the case..that you get quality hosting with cheap hosting service too..although exceptions do exist..but its not that the cheap hosting providers can not provide good service..its like even if they provide good service..the member count which is obviously gonna be huge then,doesn't let them offer the full service to all of them equally and that can result in some problems like slow loading time of pages etc..but for the prices these problems should get adjusted..:-)

very few cheap host can offer quality hosting solution as per my experiance in last year, if you want features you face downtimes if you want uptime they cut on features

After i tried some of them i can say that cheap hosts are 90% not quality hosts ( if you are talking about the 1$ or 2$ a month )
The best way to know if you have a specific host in mind is to ask about it the people who tried it .

I am just curious about windows hosting packages. Going with a Windows hosting company (servergrid) which was on the top when I joined them, I am still paying high rates for share host. Do someone has some hosting deal with such hosting provider which would provide ASP.NET and SQLSERVER?

A few of them can, a few not. Maybe even a few expensive hosts can have bad quality.. But usually REALLY cheap hosts dont give real good quality.
