First, check on some list of registrar to acquire domain registration from. Must be offering fair domain prices and is reliable as well. Two recommended for me are 1and1.com and namecheap.com
Second, pick a domain that is available (not yet registered by anyone). You can use the pre-assessment provided on your chosen domain name registrar to check if the domain you are trying to register is available or not. So domain tools your could use over the internet to achieve this but I'd recommend you to stick to the ones you've chosen as your registrar.
Third, be sure you have one of the payment options accepted. Credit card is the most common though I'd recommend you use Paypal for secure online purchase. Better check first as well if the registrar you've chosen accepts paypal as your preferred payment method.

Here are the instructions given to Register Domain Name for the users to access them; such as:

• Sign into the Account Center.
• From Domain tab, we can select add new domain option.
• Then, the add domain button will appear; click on it.

Why don't you check out certain web hosting service providers who also offer domain registration services for very lesser cost like **********, godaddy and VPS9 Networks. It will be easier to register name for your website along with hosting the website.

Along with above tips before adding to cart just go to google and search for any coupon available for your domain TLD. If I want to buy a .com domain then I would search for ".com domain coupons" and check if for any coupon codes available.

You need to set the nameservers provided by your Hosting provider or update your A record with domain registrar if your DNS is hosted with them.
